You're very welcome.
Glad you were able to fix the problem by installing W7 32 bit.

I tried different versions of operating systems (Windows x84, Windows x64, Ubuntu), different flash drives, different usb connectors, but the boot from the flash drive doesn’t happen at all. A flash drive is detected, there is an indication of access to it. Loading in bios is set correctly.
Basically -- you can't! At least, in terms of recreating the HP Recovery partition and leaving everything else intact.
You CAN use something known as HP Recovery Media to do a factory reset of your PC, and since that removes the ENTIRE drive and recreates the original partitions, it recreates the HP Recovery partition, as well.
But, you have to purchase that and, as indicated, it wipes out your entire drive in the process.
Just for closure, this problem seems to remain unsolved by HP at this time. I didn't want this to be yet another forum thread on the internet with "Thanks, I fixed it myself" and no actual solutions.
Support did direct me to this driver. I had previously tried to install the latest version of Intel's driver (unknown version number), which had failed as unsupported, but 24.20.100.6286 will install without issue, which circumvents the known Intel driver block. Just the same, Build 1809 still did not appear when manually checking for updates.
The problem may have been related to sp93034 (Intel DriveGuard) which has stubbornly refused to install successfully for months, even with an uninstall-reboot-install cycle. I finally was fed up and downloaded the manual update here , after which a reboot was necessary to install hardware named "HP Mobile Data Protection Sensor." sp82760 (Intel Serial IO Driver) also appeared in HP Support Center after the upgrade and failed to install, so perhaps that was the driver interfering, instead. Either way, HP may label the 15m-bp1xx as supporting Build 1809, but in reality... not so simply.
After about 5-6 hours, the experience seems relatively stable and trouble-free, so if HP gets around to updating some drivers or investigating the issue, it should work relatively smoothly for anyone else in my situation. We'll see how 1903 works once that reaches a wider release.
The notebook will not power on and the power adapter light does not turn on when power cord is connected
I could not start windows.
Tesed Hard Drive and received Failure ID: m8fn63-8599k5-rxg2lk-60sg03
What does it mean?
Sadly to say: Most of the time the 24 char disk failure id indicates the HDD is failing and it needs to be replaced. Is it still under warranty ? If Yes, please call HP for a replacement.

Are you running Windows 10 on your machine ? If YES, please continue:
Since your machine previously ran Windows 10, you can do a clean install W10 for free by using the media creation tool at the link below.
https://www.microsoft.com/en-us/software-download/windows10
The tool will allow you to make a bootable installation media (USB/DVD) and you can use installation media to install.
During the installation process if you are asked to enter a product key, check the 'Skip' box and W10 will install and then automatically activate once you are connected to the internet using the key embedded in BIOS of your machine.
Then you can install the drivers and available software you need from your PC's support page.

I'm looking to reinstall Windows 10 on my computer. When I use the iso form Microsoft I get a error asking me "a media driver you computer needs is missing." How do I resolve this?
(I know that the laptop I am talking about isn't an HP laptop, but I couldn't find a support community for Toshiba)
So I need to replace the palmrest for my Toshiba Satellite L755-S5214, as it is damaged. I've tried finding a black palmrest, as the wear and tear would be less noticeable. However, I keep only finding used and worn palmrests, or palmrest for different laptop models. But I'm now wondering: Will a C650 palmrest work on an L755? If the holes where the screws go into are aligned, it would work fine, right?
My goodness my brain hurts it’s taken me 3 days to get some progress! I finally got the usb thing downloaded and then I put it in the laptop having problems and it is currently downloading windows 10 as we speak, I’m not sure what happened but I called the pawn shop and said it turns on and works it just doesn’t have windows so after trying to restore it that’s when it just kept saying failed install.. anyway thank you!
