When you try to download a file through the Windows ISO Downloader, it reports that the file is unavailable.

I'm using HP 15-bs675tx laptop.
The blue colour of this website: https://www.hydrogenics.com/ is looking very dull when viewed from my laptop. I checked it in other devices and other laptop models. It looks fine in them. Do you know why this is happening? Is my laptop defective? I have been using this laptop for 2 months now. Other websites look fine though.

HP does not block license keys they put on their machines. Microsoft is responsible for activation issues-not HP. MS sells the licenses to HP.
This block can happen if an owner uses Belarc to retrieve license key-which is not the official key. It is the mass production key used by HP in manufacturing. Only the key from COA can be used for installing/activating Windows installed from a disk.
It can also happen if the Licensing Store needs to be reset. You might try resetting it as mentioned here:

No,as long as you have the COA with license key and an internet connection. If you happen to run into a problem you can use phone activation. Tell them your recovery partition is gone and you had to reinstall using a disk.

hard drive failed, do i need my activation key
I bought a hp pavillion 17 e020us in 2013 and it worked great up until about a week ago. Unfortunately, the hard drive has failed and needs to be replaced. I'm weighing the options of putting in a new hard drive in the laptop against just buying a new laptop. I do like the laptop and would prefer to keep it - I did upgrade to windows 10 at some point in time ( i think it came with 8.1 originally). My question is do i need the activation key to reinstall windows once i buy the hard drive, and if so, how would i go about that?

Brightness, colour calibration, sRGB/RGB coverage, panel type and more will have a direct impact on how images look on devices.
You could try calibrating the display using Windows Color Calibration although I suspect that this could be a hardware difference.
You could also try viewing the site on a different browser on the laptop and see whether there are any browser issues.

The code indicates that your hard drive has failed and needs to be replaced.
What you need is a new 2.5" SATA3 hard drive from your preferred brand (Seagate, WD... and capacity (2 TB limit because of thickness of drive)

You will need to reinstall the OS on the drive, either by using recovery disks, migrating a backup image or by downloading media creation tool from Microsoft on different PC, running and creating a bootable pendrive with the OS on it on different computer. (there is explanation on the Microsoft web page on how to create the pendrive) Windows will automatically activate once installed and connected to Internet.

If you choose this option you will need to use the pendrive to perform a clean install of Windows 10. You might need to disable fastboot and secure boot in BIOS. So, insert the pendrive in the PC and it should boot directly from the drive. If not, turn off PC by holding power button. Press power button and immediately keep pressing ESC until startup menu appears and then press F9 and choose the pendrive in boot menu. Once it boots from pendrive follow the procedure to install Windows. You do not need a product key as it is in the firmware. Windows will automatically activate once installed and connected to internet.
When finished installing allow Windows to completely update and find all or most drivers. You can follow this process by going into settings > Security and update > click on Verify for updates. You might need to reboot a couple of times. Once completely updated you can go into device manager and see if there are any missing drivers (there will be yellow exclamation mark next to the device). You can find these drivers and software on HP support page for your product.
Once you replace the drive you can use a SATA to USB adapter to connect the old drive to the PC and try to recover your personal files. It will work like an external drive. You will need to go to the old user folder on the drive and copy your personal files. When you try to open the User folder it will ask for administrator authorization and can take some time to open (even 10 minutes) as all the files in the folder will need to get security authorization.
Now if the drive does not work externally, you can send it to a data recovery service which will dismantle the drive and try to recover the files. Usually real expensive.

Start with some hardware tests to rule that out first. Immediately after powering on start tapping the Esc key. This will open a menu where F2 System Diagnostics is an option. Tap F2 key and run the tests.
If all hardware passes try a System Recovery. Same process, immediately after power on start tapping Esc key. At the startup menu tap F11. Follow the guide here:
