It doesn't matter.
You won't stay at 1703 or 1709 for very long!

""Big mistake buying this piece of crap."" Well that's Apple for you.
It doesn't take long to write a flash drive on a decent iMac, done it loads of times.

So there must be something wrong with the mac if that is what you are using.
So consider the W10 activation/licence and here's how to get it (it may register/activate automagically)....
KeyFinderInstaller may help....

Doing research, and none of the methods are mine, I have some, simple single lines of code that will list the same value for your Windows 10 Product Key…
Two for Windows 10 and one for Linux.
W10 Using cmd.exe as an Administrator (copy and paste accordingly).
wmic path softwarelicensingservice get OA3xOriginalProductKey >> c:\ProdKey.txt
Creates a text file called ProdKey.txt on your C:\ area.
Next is a PowerShell command, as Administrator...
(Get-WmiObject -query ‘select * from SoftwareLicensingService’).OA3xOriginalProductKey
but it will run within W10 using cmd.exe as an Administrator.
powershell (Get-WmiObject -query ‘select * from SoftwareLicensingService’).OA3xOriginalProductKey
Last, but not least....
Linux@Lubuntu:~$ sudo cat /sys/firmware/acpi/tables/MSDM | strings | tail -n 1

https://www.microsoft.com/en-us/software-download/windows10ISO
If you want an alternative.....
https://lubuntu.net/downloads/
Extract the iso, boot the stream from it, use Gparted and wipe the hard disk.
NB: Step by step help, I'll try... so what is your first step?
Select a machine to do the creation?
You probably make her eyes glaze over. LOL.

Hi,
For the USB device, you need this driver...
This package contains the Intel USB 3.0 eXtensible Host Controller Driver for supported notebook models running a supported operating system.
https://ftp.hp.com/pub/softpaq/sp81001-81500/sp81158.exe
For the PCI Simple Comms Controller, you need this driver...
This package provides the Intel Management Engine Interface (MEI) Driver for the supported notebook models and operating systems. The Intel Management Engine Interface enables communication between the host operating system and the Intel Management Engine firmware.

Hi,
Unfortunately recovery media is no longer available for that model that I can find. Even HP's e-partner doesn't have it.
The product specs for your notebook indicate that it came with W8 64 bit, not 32 bit, so make the 64 bit installation media.
However, here is a way you can reinstall W8.1 for free by using the W8 product key the notebook's BIOS.
Install W8.1 by creating the Microsoft installation media, using another Windows PC, if yours is not working...You want W8.1 64 bit.
https://www.microsoft.com/en-us/software-download/windows8ISO
Only if you are asked to enter a product key during the installation process, use this generic key.
This is the generic key for W8.1 'standard.'
334NH-RXG76-64THK-C7CKG-D3VPT
If you had to enter the generic key, manually change the generic product key to the W8 'standard' key in your PC's BIOS in the PC settings menu.
After you get W8.1 installed, and you had to manually enter the W8.1 generic product key, you will need to run the free utility I zipped up and attached below, that will show you show the W8 product key in your PC's BIOS.
I have also zipped up and attached below, the Microsoft tool which hopefully will transfer the ISO file to a DVD or usb flash drive so it is bootable.
Then you can install the available drivers and software from your PC's support page.
I am receiving the error code 0xc0000017. Pressing “enter”, “f8”, or the start menu key does nothing. The HP online help service directed me to buy a windows recovery. After entering my computers information it says that no sodtware or drivers are available for this product. Does anyone know how I can fix this issue still? I do not have a CD driver, only USB. My computer did not come with a windows recovery USB stick. Thank you
Hi
Maybe this...
You still need a Licence from the sticker on the Machine.
Troubleshooting is here...

If in doubt please ask.
I need a link to download the windows 7 home Prem OA India (X16-96098) that originally came with my laptop. I have a Product Key for this software.
Sorry, but I am not aware of any such link being available.
HP does not provide downloads for their OEM versions of Windows and the key you have is an HP OEM key, which will not let you download from Microsoft, and even if you did, that would be the Retail version of Windows and will not activate with an OEM key.
There are third-party sites that provide an OEM version, but as far as I know, that is only the English version, not the Indian version.
Additionally, HP has stopped carrying most of their Win7 recovery media, so while you could contact HP Customer Support to see if you can order it, they probably won't have it.
If you live in the US or Canada, contact information is on this page: http://www8.hp.com/us/en/contact-hp/phone-assist.html#section1

Thanks for your response, unfortunately have already been to that link from which it is not possible to proceed further.
windows 10 tried to repair/ correct itself, but it failed and displayed a blue screen with error code: 0xc000000f with the message: You'll need to use recovery tools. If you don't have any installation media (like a disc or USB device), contact your PC administrator or PC/Device manufacturer.
Do anyone knows we're I can get a recovery disc or USB device to correct this error.

Hello Paul
Many thanks for your comprehensive and very helpful reply confirming what my own extensive searches had led me to believe. I am UK based and I know that a lot of HP machines were sold through 3/4 large retailers that had their own support and I remember reading somewhere that such machines once out of warranty were no longer supported by HP. Maybe another avenue to explore. Meantime many thanks for taking the time to reply and for the info and links provided which ought to get me back in business.

My notebook freezes right after start up. I've followed the instructions to test the hardware issues (both fast and extensive). The tests passed. Then, Hp instructions say thet I should search windows for updates but I can't because it freezes! What can I do?
It is great to have you back and your patience is greatly appreciated.
I recommend you follow the below steps to enable the action keys in BIOS.
I checked the specifications of your computer and see that your computer doesn't support SSD.
Let me know how it goes and you have a great day!
