Download the Windows ISO Downloader.exe file and run it.
When the window opens, select the Windows tab in the upper-right and then click the Windows 7 radio button.
Under Select edition, choose the Windows 7 SP1 OEM Home or Pro -- to match what you have.
That will download an ISO file of the same OEM edition that HP uses.
You can then use the free RUFUS tool to create a DVD or USB stick from that ISO file and then use that to install Win7 OEM.
That is not going to work for him.
There is a reason that the product key sticker says OA.
He needs HP recovery media. There is not maybe about it.

You can make your own W10 installation media as follows...
To reinstall W10...Use the Media Creation Tool.

You can make a W10 USB flash drive installer using an 8 GB flash drive using another Windows PC, if your PC is not working.
If you are asked to enter a product key during the installation process, select the 'I don't have a product key' option, and W10 will install and automatically activate once you are connected to the internet.
Here are the steps to create the W10 USB flash drive installer...
- Select Download tool now, and select Run.
- If you agree to the license terms, select Accept.On the What do you want to do? page, select Create installation media for another PC, and then select Next.
Select the language, edition, and architecture (64-bit or 32-bit) for Windows 10.
- Select which media you want to use:
- USB flash drive. Plug in a blank USB flash drive with at least 8GB of space. Any content on the flash drive will be deleted.

Laptop won't install windows
Hi, i got my brand new laptop today and i turned it on to start it up but i notice after it was setting up that it was randomly restarting so i decided to reset it which took two hours now its on but its stuck on a error saying "the computer restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install Windows, click "OK" to restart the computer, then restart the installation" but I've tried this a few times but the error is still coming up. Help please?

You should have left the laptop alone and let it do its thing.
I just bought a new laptop too, and I turned it on and let it be until it got to the part where Cortana was asking me to do things.

I did leave it alone for it to do things but it kept randomly switching off every 2 minutes with no reason and when i actually got onto the actual thing to connect internet and etc, it kept switching off.

Since this laptop is brand new, if it was me, I would be returning it.

That said, the community Win10 forums has a section devoted to diagnosing BSODs. So, your best bet would be to post your problem there: https://www.tenforums.com/bsod-crashes-debugging/

First off, you should NOT be running any drivers from AMD, even if they are Beta, as those are not designed for your PC.
Second, we don't provide any links to AMD beta drivers -- you would have to go to AMD for those.

Looks like you are going to need Recovery Media to boot from. Did you make your's? If not you can order from HP for a small charge. Or if you prefer free use Media Creation Tool at Microsoft site.At least 8gb flash drive required:

I'm fairly certain you will have to format the hdd before the laptop defaults to booting from ssd.
That is odd about the BIOS settings. Normally when a Admin password is used there is no guest account to get in-and certainly not with more privilege.

Hi
First:- Turn off the computer, press and hold the PWR button for 4 seconds.
Then - Leave only keyboard and mouse connected, disconnect all externally connected
devices such as Docking Station, USB storage devices, displays, and printers.
Unplug the AC adapter from the computer.
Next - Press and Hold the Power button for 15 seconds to Hard Reset.
AND/OR - Power on your PC, press Esc (repeatedly), then F2 at the prompt.
Choose System Tests (Fast Test does a 4 minute hardware check).
AND/OR - Windows Logo key + Ctrl + Shift + B
AND/OR - If you’re using multiple displays, try projecting video to a different monitor.
Press the Windows Logo key + P, select a display, and then press Enter.
Then if is still not responding you should perhaps dust off your Recovery Media, and try a Repair.
If in doubt please ask.
