Usually a not a good sign when it turns on and then off rapidly. You might try a power reset:

If it isn't hardware related it could be the recovery files are corrupted. Try recovery again by immediately tapping esc key at power on then choose F11 System Recovery. On the Choose an Option screen, click Troubleshoot.On the Troubleshoot screen, click Recovery Manager.

If you have another computer to use there is another way.
Your Windows 10 license key is embedded in BIOS and you can reinstall Windows. Microsoft provides the free Media Creation Tool to download files and create a Windows 10 usb flash drive.Advantage is you will have latest updated version of Windows 10. At least 8gb flash drive required:

Select Download tool now,save it,then Run.
If you agree to the license terms, select Accept.
On the What do you want to do? page, select Create installation media for another PC, and then select Next.
Select the language, edition, and architecture (64-bit) for Windows 10.

Can not select "System Recovery" in HP Recovery Manager
I'm trying to factory reset my laptop, but can't access System Recovery in HP Recovery Manager, because it's grayed out. I'm not sure how to fix it, or maybe if there's another way to factory reset? Also, this question is for Microsoft Windows 8.1 (64-bit). I tried to change that in the question, but it wouldn't let me.

I have been trying to use the USB stick provided by HP to perform a full recovery of my laptop but I always get an error message that says that the "brand name" does not match.
I'm stuck with an expensive laptop that is not usable anymore, anyone knows how to fix this?

I tried both option one by one. Now it's better than before but not even, not the situation that I can work freely on this.
One more issue I am facing that I forget to mention in Query.
Wifi network frequently disconnect. firstly its connect then after few minutes show that wifi signal does not present or slowly down signal and after that show No internet.
Note:- my other device work and show full signal.
When I start window diagnosis, it shows "default gateway is not available" and windows itself fixed it,
but again disconnect after few minutes.

OMEN by HP Laptop PC - 15-ax050tx.
The recovery media is set for A specific model and if the hardware has changed, like a HDD, it may not regard the PC as compatible and function.

Thank you for your reply. I think you partically followed Option 2 without reinstalling Windows (steps 1 and 2) but I am afraid you did not follow all the steps including the Autoruns log file. There are some app on your PC which might also be disabled to improve the situation further.

This First part only works when a valid Recovery Partition is enabled.
If it displays an error message then move onto the Second part,
OR if you have data you wish to try and save using the XCOPY command.
Then create your own Repair/Recovery/Rebuild/Re-install media or buy a set from HP.
Turn off the computer.
Disconnect all connected devices and cables, Media Drives, USB drives, printers, & faxes.
Remove media from internal drives, and remove any recently added internal hardware.
Do not disconnect the monitor, keyboard, mouse, or power cord.
Turn on the computer and repeatedly press the F11 key, about once every second,
until the Choose an option screen is displayed, and then continue.
On the Choose an Option screen, click Troubleshoot, and work your way through the screens.
Second Part:-
This may require another PC. Find and Download your .iso from…
(You will need a NON_OEM key for W7;
W8.x and W10 should activate automagically from their embedded licence key.)

Microsoft’s Creator Tool will make the required DVD or USB.
Even though it has NO actual HP software/drivers included, you may be able to
XCOPY the C:\Users\* area onto a ‘large’ USB stick, via the Command Prompt.
You’ll need to try various drive letters; D:..-..Z: until it’s matched - could be G; mine’s S:

Hello, here's a solution that worked for me.
I installed IOBit Unlocker (http://m.majorgeeks.com/files/details/iobit_unlocker.html), then rigkt-clicked on folder C:\Program Files\WindowsApps\AD2F1837.HPSystemEventUtility_1.0.16.0_x64__v10z8vjag6ke6 and choose "Unlock and rename".
I added a "#" before folder name. Folder was not renamed but finally ctrl-alt-s annoyance stopped.

Typically when I turn on my laptop a screen pops up that says HP Data encryption. I put my password in and I'm in. Yesterday I went to log on and it tells me my password is invalid. I assume I typed I wrong, but it stl says that after continuing to try. There is a "key" with security questions set up, so I answer those with what I know are the correct answers, but it doesnt accept those either.I talked to HP and was told that HP Data encryption isn't compatible with windows 10 and that I will have to have the computer reimagex. I'm upset because it's been on my computer since I bought it new and it's always bee. Windows 10. I have pictures of my children on the hard drive that I dont want to lose. I'm pretty bad with technology, but this doesn't sound good to me at all. Please help!

See if anything in there helps. If not, then it would stand to reason the data is not going to be retrievable.
If have to assume there are no backups of the data elsewhere. I see that users typically do not make backups of important ( to them ) data and have to learn that point. Sorry
