Yes I attempted troubleshooting per Riddle_Decipher suggested and also component testing which failed. Turns out some other keys like = are also not working.

Hello

 

Is this related to your Windows admin account password

or BIOS start-up password (POST password) ?

 

 

* If related to Windows account passwod, please check this HP article >> http://hp.dezide.com/ts/start.jsp?guide=cantsignintowindows.net&section=ccweb&sfs=tdoc&lc=en

 

* If related to BIOS/startup password before Windows loads

 

In this case, please enter some password (wrong password) 3 times, press ENTER and you should receive a new window stating system disabled and a code similar to this one  :

 

 

Please, take note of the system disabled/halted code (write it down and post it back here).

I have gone through your Post and I see that you have already performed all the troubleshooting steps and the issue persists

 

I suggest you run a System Test to check the Hardware functionality

 

- Shut down the Notebook completely
- Turn it back on, then tap the Esc key repeatedly until the Startup menu screen is displayed.
- Press F2 to select System Diagnostics.
- Click System Tests, then click Extensive Test.

As you said, "At the bottom are three options: Apply Update Now, Postpone Update, Cancel Update." 

 

Try selecting Postpone Update or Cancel Update and check if it gets back to windows.

Can't Run Certain Programs

Recently, i ran Driver Booster to get the latest device drivers. After this, I realized that my AVG antivirus needed update, so I did this also.

 

When running certain programs, I get Windows cannot find: 'C:\Users\xxx\Desktop\setup.exe.' Make sure you typed the name correctly, and then try again.

 

I tried to rollback my device drivers and got a new error message: ShellExeuteEx failed; code 2. The system cannot find the file specified.

 

Instructions on the web was to run under administrator. I did and got the first error again.

 

At this point, certain programs cannot run, including system restore, and "Reset this PC", so I am stuck.

As I understand, your notebook restarts automatically after installing drivers,

No worries, as I'll be glad to help you, that said, I'll need a few more details to dissect your concern & provide an accurate solution:

When was the last time it worked fine?

Were there any hardware/software changes made? 

Have you tried connecting an external keyboard and mouse?

Which drivers and how did you install the drivers?

 

Let's try these steps to resolve the issue: 

Step 1: Disable the automatic restart option to view error messages

Many hardware driver or operating system errors will cause the computer to display a specific error message before stopping the operation or shutting down the computer. However, if the Automatically restart option is enabled, an error message might not be displayed despite an error taking place. Disable this option to allow the computer to display the error message.

Follow these steps to disable the Automatically restart option:

  1. In Windows, search for and open View advanced system settings.

  2. Click Settings in the Startup and Recovery section.

    System Properties window

  3. Remove the check mark next to Automatically restart under System Failure, and then click OK.

  4. Restart the computer.

    NOTE: The computer no longer restarts automatically when a problem occurs. Instead, a blue screen displays with more useful information. You can now search for a resolution using the information in the error.

Run a system test

  • Press the Power button to turn on the computer and immediately press the F2 key repeatedly, about once every second, until you see HP PC Hardware Diagnostics UEFI.
  • From the UEFI main menu, click System Tests, then click Quick Test.
  • Click Run once.
  • While the test is running, the time remaining and test result for each component are shown on the screen. The test can take up to 15 minutes.
  • If no system component failed, please go back to main menu and Exit from the screen

Design Capacity: 2850 mAh

Full Charge Capacity: 1917 mAh

Remaining Capacity: 1879 mAh (98%)

Current: 1385 mA

Battery Status: OK

Failure ID: OK

Terminal Voltage: 11833 mV

Design Voltage: 10950 mV

Cell Voltage 1: 3956 mV

"" 2: 3923 mV

"" 3: 3954 mV

"" 4: 0 mV

Status: 00E0

AC Power: No

 

Do these seem fine? What would the next step be?

As you can see there is quite a bit of degradation of battery when viewing original Design Capacity: 2850 mAh vs current Full Charge Capacity: 1917 mAh-which would mean much shorter battery useage. That 'could' account for the laptop not really reading the remaining capacity correctly and shutting down.

I would also test it with power cord plugged in-just for comparison-nothing really important. Also test power adapter, system board to see if any anomalies.

I did the tests and I passed each one: the Battery, AC Adapter, and System Board tests. Here are the results for the battery with the adapter:

 

Charge Capacity: 72%

Design Capacity: 2850 mAh

Full Charge Capacity: 2072 mAh

Design Voltage: 10950 mV

Cell Voltage 1: 4168 mV

"" 2: 4166 mV

AC Power: Yes

 

Comparing this test with the previous, I can see that the charge capacity and full charge capacity increased despite a lower charge, from 98% to 83%. If the issue is that the laptop might not be reading the charge correctly, what can I do?

Can't disable administrator account in Windows 7

I was given a laptop and I can't disable the administrator account (Windows 7).

 

I created another account that I use, but I cannot download anything without the annoying administrator account popping up.  Since I don't know the password for it, this is preventing me from downloading a lot of programs that I used to have on my old desktop.

 

Can anyone help me?  I'd appreciate it!

I doubt there is much you can do about laptop reading battery capacity. Once a battery starts aging it can be erratic. Just be aware that you can no longer depend on having time left to spare once you get low battery warning.

You could try one of the longtime battery troubleshooter tips. Open Device Manager, expand Battery, right click Microsoft ACPI-Compliant Control Method Battery  and Uninstall it. Restart and Windows will refresh it.
