Which browser have you used so far and that cause the issue ? Only IE (which mode - Desktop or Modern UI) or others, as well ?
When did the issue started to occure ?
Can you provide some information -
I need some information (software and hardware) from your machine to start diagnosing.

Download and run ESET SysInspector, save a log from it and send me this log file
