thanks for pointing that out, i already found this link, and tried it. but for some reason it did not take hold. majority of the system is still in Chinese. I actually found a note that says my computer can't display the English characters amongst the various windows option pages.
here is the screenshot, it is in chinese, but it translates as (line by line)
"english (canada)"
"Windows display language"
"not supported in this version of Windows"
