It depends on how old the program is that you want to install.
If it was from 10 years ago, your 1.6 Ghz processor is better than any 2.0 Ghz processor that was around at the time.
It is a recent software edition, the worst case scenario is the software will cause the PC to run sluggishly when you run the software.

The program is recent and the laptop was bought last week and the model was 2017. Hopefully it won't be too sluggish or I guess I am back to the drawing board in my search of a new one.
