Yes when you shrank the C drive to 211GB, it would have left you 700GB of unallocated space.
Right click on the unallocated space and format, assigning it a driver letter. I would choose a letter in the latter part of the alphabet, to avoid any drive letter conflicts, if you connect other external devices. Once that is completed you will then have a 2 partitions , a 700GB partition plus the 211GB C drive.
