Does HP provide the ability to downgrade from Windows 8.1 to Windows 7?

I've decided that the Windows 8.1 operating system is FAR more trouble than it's worth.  Rather than returning an HP ENVY 15t Quad TouchSmart Intel Core 7 Laptop for refund, I was trying to determine if HP could instead provide me with the necessary disc(s) or downloadable sofware to replace Windows 8.1 with Windows 7.  If not, I'll be returning the laptop and will be shopping for another laptop running Windows 7.
