My laptop is running weirdly

I got a new hp for Christmas, and it was set up for me in the shop. After downloading chrome, and windows 8.1 it started running really slowly. Chrome wouldn't open. I couldn't play dvd's. Power DVD stopped working!
Why is this? What should I do?
