MSVBVM50.DLL

my hp laptop with windows 7 home premiem does not have "wininet.dll anymore. a couple of days ago it went MIA. so i researched and i was told to download program: MSVBVM50.DLL. i downloaded and transferred it to c: drive but when i go and open and extract it, it comes up with an error type message that says that this program is potentially harmful and cannot open unless i disable norton internet security. well i tried doing that:  through the control panel uninstall in which no avail. it wouldn't even let me uninstall it. then trying to delete it in their and through task manager(ctrl/alt/delete). absolutely nothing. when i go into other programs like system configuration or activity logs it would say that theirs not enough storage to open. then ive also received another error message: but a different dll. urlmon.dll. no clue. system recovery doesnt do anything even in F11. none of the safe modes work either in F5. i dont want to wipe my system and reinstall. help please.
