I might suggest that the alternate account is the fix. The alternate / new account idea was first suggested 11-06-2013and now again by Lil_Lisa27 (thanks, Lisa!). Of everything you have tried, this is the only workaround that has accomplished the goal: get SimplePass working on your Windows 7 Operating System.
You might use the Easy Transfer to move the account data or you can simply move it to the new account and then set the permissions and ownership.
You can also continue to seek a fix based on the knowledge that the underlying problem has been discovered to be the account environment in that particular account. Once you have your new account working as you like, you can certainly leave the "broken" account in the system and continue to poke at it as you think of new things to try to fix the SimplePass database.
Remember to create a Restore Point before you make changes to the program or anything outside of your account.
