You can try this, and if it doesn't work, then I would return the PC because something must be wrong in the BIOS and the encrypted product key got corrupted.
See if making your own plain W8 OEM installation media at least gets W8 installed and you can then get any of the available drivers and software from your PC's support and driver page.
The W8 product key encrypted in the PCs BIOS should automatically populate the installation and activate.

After you download the file, use this tool to make the file bootable onto a 4 GB USB flash drive or a DVD.
The tool works for W8 too.
