I'm sorry you're running into this issue with the CPU speed. What BIOS version do you have? You can find that by pressing FN + ESC. Look for 'F.##' Let me know what that is.
Also take a look at the Advanced Power Settings.
1. Click the Start button
2. Type 'power'
3. Click Power Options
4. Click 'Change Plan Settins' next to the selected plan
5. Click 'Change Advanced Power Settings'
6. Expand Processor Power Management. Expand Minimum Processor State
7. Change both on battery and plugged in to 100%
8. Make sure Maximum Processor State is at 100% for both on battery and plugged in.
